The districts are attempting to rebuild after the rebellion left many in tatters. There were many dead and even more wounded. Residents are turning to desperate measures to help themselves and their families.
Most of the land that comprises District nine is covered in fields of grains. Anything from corn to rice, all rustling like the long grasses found in the Wilds. There are a number of breweries, though they are outnumbered greatly by the countless granaries. It is here were the plain ground grain in the tesserae comes from.

The pigs, chickens, cows, horses, goats, sheep, and any other livestock outnumber the citizens of Ten by a huge amount. With many farmers having to raise multiple types of meat, you can't go far in this district without smelling manure or having to avoid cow pies. Still, with the numbers of animals around it is no wonder why the children are always so happy.
Primary Industry: Agriculture
Common jobs: sorter, irrigator, farmer, farmhand, harvester, gardener.
Status: very poor
This is the place where every vegetable and fruit originated from. Peas, carrots, onions, if it can be grown it has been grown here. Though they produce at least half of the food eaten by the Capitol, many here still starve. The Peacekeepers are very strict on how much goes to the Capitol and it is common to see people lined up and whipped in the square.
Primary Industry: Coal Mining
Common jobs: coal miner, geologist, blaster, surveyor, metallurgist, hob merchant, baker, butcher.

The whole district of Twelve is coated in a layer of coal dust, or perhaps it is the ash that drifted from District thirteen after it was decimated by the Capitol. Here the people are skinny, constantly in search of a way to put food on the table. Nothing stays clean and no one stays fed. At least the Peacekeepers leave most everyone alone.
